Fostering Vision and Mission:
St. Anne Parish Councils & Commissions
The way a parish is structured and organized
can tell us a great deal about that community. The organization
of a parish says a lot about how the parishioners understand
the role of the laity and clergy, and their vision of the
mission of the church.
Prior to Vatican Council II, parishes tended to see the pastor
as an absolute authority. Decisions were made, projects undertaken,
and moneys collected and spent without consultation of the
laity. The laity fulfilled their role in the “kingdom
of God” by acting as loyal subjects of the pastor—the
representative of Christ the king.
With Vatican Council II, our prevailing image of church began
to shift from the “kingdom of God” to the “people
of God”. Over the decades, the structure of parishes
has begun to reflect this shift in images. Parishes are gradually
looking less like fiefdoms of the kingdom and more like communities,
where the lay parishioners are getting more involved in the
actual leadership and decision-making. Some of this shift
in structure has in fact been mandated. While the pastor (or
lay pastoral coordinator) is appointed by the bishop, canon
law requires that this authority be exercised in consultation
with such bodies as pastoral and finance councils. This sharing
of responsibility flows from the vision expressed in the documents
of Vatican II, which recognizes both the right and the responsibility
of the laity to participate fully in the mission of the church.
Over the past seventeen years, the Archdiocese of Seattle
has made efforts to help parishes embody the vision offered
by Vatican Council II. This past spring, Archbishop Brunett
published a new set of policies for the Archdiocese, one of
which directly addresses the organization and structure of
parish leadership. Many Gifts, One Spirit: Guidelines for
Church Governance through Consultative Leadership, seeks to
assist parishes in developing structures which provide servant
leadership based upon consultation between pastors / pastoral
coordinators and laity. “Consultation, in the context
of the church, is not a question of democracy or constitutional
monarchy. Instead, consultation and consultative bodies establish
a structure whereby the church—clergy and laity—attempt
to listen to the Spirit who is leading the church and speaking
to her through gifts and experience, as well as office and
ordination.”
St. Anne Parish currently has six parish leadership bodies:
two councils (Pastoral and Finance), which help provide leadership
for all areas of parish life; and four commissions (School,
Stewardship, Liturgy and Social Justice) which provide leadership
for one particular area of the parish. Commissions work closely
with the various committees, ministries, organizations and
parish staff in their area of parish life to help gain a clearer
sense of the strengths, needs and direction.
Council and commission members were selected
through a Discernment Process which was open to the entire
parish. Members serve a three-year term. Each group meets
monthly. A brief description and the roster for each council/commission
is listed below.

Pastoral Council
The Pastoral Council serves as a consultative body to
the Pastoral Coordinator by forming community as a sign of
witness to the larger community; recommending parish priorities,
direction and policies through pastoral planning; promoting
communication and understanding among parish organizations;
and supporting the work and ministry of the Pastoral Coordinator.
Meetings are usually held on the 1st Wednesday of the month.

Finance Council
The Finance Council serves as a consultative
body to the Pastoral Coordinator by advising the Pastoral
Coordinator and Pastoral Council regarding effective stewardship
of parish financial and personnel resources; recommending
parish priorities, direction and policies through pastoral
planning; developing and overseeing the parish budget and
long-range financial planning. Meetings are usually held on
the 2nd Wednesday of the month.

Liturgy Commission
The Liturgy Commission serves as a consultative
body to the Pastoral Coordinator by assessing the parish’s
needs in the areas of liturgy and communal prayer; and recommending
policies and practices consistent with archdiocesan and universal
church norms. Meetings are usually held on the 2nd Wednesday
of the month.

School Commission
The School Commission serves as a consultative body to
the School Principal and the Pastoral Coordinator by recommending
priorities, direction and policies through pastoral planning;
working with the principal and school staff to facilitate
the implementation of the School’s Five Year Plan; and
promoting communication and understanding among school organizations.
Meetings are usually held on the 3rd Wednesday of the month.

Social Justice Commission
The Social Justice Commission serves as a consultative
body to the Pastoral Coordinator by offering programs to familiarize
the parish with Catholic social teaching; recommending ways
of addressing specific justice issues and the human concern
needs of the local area; and coordinating the outreach ministries
in the parish. Meetings are usually held on the 3rd Wednesday
of the month.

Stewardship Commission
The Stewardship Commission serves as a consultative body
to the Pastoral Coordinator by promoting stewardship of time,
talent and treasure as a way of life at St. Anne; and providing
leadership, planning, strategies and materials for this effort.
Meetings are usually held on the 2nd Wednesday of the month.
